Cheap and portable seed starter

This could be a build for me.  Uses a tote, some lights, and is portable.  Why?  Well with dogs, its hard to keep plants around (starter ones) where they don’t want to destroy them.  And its small and portable, so I can keep it out of the family’s way, or move it if needed.  My 2 cents, I would put reflection on the lid too.  Also a timer on the lights.
