Rape underwear for women packs a jolt

To help cut down rapes in places, someone is making a bra that basicaly will give you a heck of a jolt if triggered.  Most folks are asking if this won’t just piss the folks off, or hurt the victim.  I am wonder where the heck they put the batteries.
