Texas refunding 1.7 million in Xerox TxDOT mess

The state of Texas is issuing 1.7 million dollars out to folks that where wrongly charged by a “3rd party” for tolls.  Xerox and Texas seem to be in a battle in pointing fingers at whom is to blame on this one.
