Xerox causes bomb scare in Albany

Apparently a delivery from Xerox of paper and supplies caused a bomb scare in Albany’s “State Education” building.  Why someone would bomb that building over all the other ones in Albany…and how a box labeled and such go confused as a bomb amazes me.
