Xerox the largest employer (publicly held) in Rochester

I’m still trying to figure out if this is good or bad.  Good since Xerox is now the number 1 employer (not counting private companies like UofR, or the Rochester City School District).   Or that all the other companies, including Xerox, employ so little compared to 30 years ago.
